Dakota Business Lending (DBL) is proud to be the only ND-based financing entity to administer the New Markets Tax Credit (NMTC) program across the state, but we can’t do it alone…

Behind this transformative program are our NMTC Governing and Advisory Boards, comprised of professionals who provide wisdom, leadership, guidance, and support as we work to administer the program.

We’d like you to meet these remarkable leaders who are at the heart of our NMTC program!

Governing Board

Meet our NMTC Governing Board, who oversees the strategic direction, compliance, and performance of NMTC, and makes key decisions regarding the allocation and management of its investments.

Cole Keney – Alerus (Fargo, ND)

“The NMTC program helps banks support growth in underserved areas. As a business lender, I’m always looking for resources to help businesses start, expand, and succeed, and this program presents a huge potential for positive impact in our local economies. I’m proud to be a part of it.”

Steve Dusek – Dakota Business Lending (Fargo, ND)

“The NMTC program brings so much value to small business creation, growth, and expansion of businesses in ND. My interest in serving on the NMTC Boards is to make sure that small businesses have access, through DBL, to this 20+ year-old, valuable, low-cost capital program.”

Craig Hanson – Bank of North Dakota (Bismarck, ND)

“When I was asked to be on the Governing board for DBL Equity Partners, it was an easy decision to say yes! The value created by NMTC aligns nicely with the mission of the Bank of North Dakota: to promote agriculture, commerce, and industry.”

John Phillips – Economic Development (Retired – Beulah, ND)

“After 30 years in economic development, I understand the importance of NMTC. The availability of tax-free dollars for larger projects would often make or break projects in my career. I serve on DBL’s Board of Directors and joined the NMTC Governing Board to stay engaged with these opportunities.”

Steve Britsch – Britsch & Associates, PC (Devils Lake, ND)

“I was recommended to the NMTC Governing Board as a resident of Devils Lake – an area that can benefit greatly from the NMTC program. As a CPA in rural ND, I have a great interest in the development of the rural economy and NMTC is another tool in that.”

Advisory Board

Meet our NMTC Advisory Board, who provides recommendations to our NMTC Governing Board on strategies and advises on which projects to prioritize, ensuring DBL stays aligned with community needs and development goals.

Stacey LaCompte – ND Native American Tourism Alliance (Bismarck, ND)

“I joined the NMTC Advisory Board to build a collaborative partnership for Indian County, create economies of scale optimal for success, provide a platform for shared challenges, and offer resources to our tribal nations to strengthen their business development.”

Todd Burianek – Burianek Law Office (Grafton, ND)

“As a former mayor of Grafton, ND, I have always been interested in the continued growth of our community. NMTC is a valuable resource for small town businesses and I joined the NMTC Advisory Board to be a part of it.”

Jim Hambrick – Cornerstone Bank (Fargo, ND)

“I’ve served on DBL’s Board of Director for 8 years and am honored to serve on their NMTC Advisory Board. It is important for banks like Cornerstone Bank to offer this program to grow and attract businesses in the communities we serve.”

Ryan Aasheim – Greater Fargo Moorhead Economic Development Corporation (Fargo, ND)

“I joined DBL’s NMTC Advisory Board because of DBL’s sterling reputation, dedicated team, and action-orientated approach. The NMTC program offers a new tool to unlock business potential and create opportunities for underserved populations in our communities.”

Sandy Shivley – North Central Planning Council (Devils Lake, ND)

“I have worked in economic development since 2010 with North Center Planning Council, who works with small businesses for start-up and growth. I joined the NMTC Advisory Board because it offers opportunities in distressed areas for community and economic development.”

We are proud to grateful for these members’ willingness to serve on our NMTC Advisory and Governing Boards and share their knowledge and expertise.
